Sunjay Sudhir

Biography

Career diplomat in the Indian Foreign Service, with over three decades of leadership in international relations, economic diplomacy, energy policy, and global governance. Superannuated in September 2025 as Secretary to the Government of India.

Served as Ambassador to the UAE (2021–2025) and the Maldives (2019–2021), spearheading strategic initiatives in trade, investment, education, and technology. Played a pivotal role in negotiating and implementing the India–UAE Comprehensive Economic Partnership Agreement (CEPA) and facilitating the establishment of the first overseas campuses of IIT Delhi (Abu Dhabi) and IIM Ahmedabad (Dubai).

Recognized for board-level governance in India’s energy sector, expertise in WTO and trade law, and successful navigation of complex geopolitical challenges. Published, multilingual (English, Hindi, Arabic), and committed to advancing global cooperation through knowledge partnerships, innovation ecosystems, and executive education.

Ambassador of India to the UAE & Permanent Representative to IRENA (2021 – 2025)

  • Negotiated, signed, and oversaw implementation of the Comprehensive Economic Partnership Agreement (CEPA).
  • Facilitated UAE investments into India and Indian corporate expansions in the UAE.
  • Enabled initiatives: UPI & RuPay acceptance, CBSE’s first overseas office, BAPS Hindu Temple.
  • Anchored establishment of IIT Delhi Abu Dhabi and IIM Ahmedabad Dubai campuses.


Ambassador of India to the Maldives (2019 – 2021)

  • Strengthened bilateral relations during a politically sensitive period.
  • Advanced cooperation in infrastructure, maritime security, and development assistance. 


Head, International Cooperation Division, Ministry of Petroleum & Natural Gas (2015 – 2019) 

  • Shaped policy on energy security, strategic petroleum reserves, and overseas oil & gas acquisitions.
  • Served as Director on the Boards of ONGC Videsh Ltd, Oil India Ltd, and Indian Strategic Petroleum Reserves Ltd.
